Skills Development Fund Limited (SDFL) was established as an incorporated limited liability company under the Companies Act No. 17 of 1982. The Treasury holds the “Golden Share” with an initial investment of Rs. 100 million, while the Employers’ Federation serves as the second-largest shareholder, representing the backbone of private sector support.
Operating as a state-owned enterprise (SOE) in Sri Lanka, SDFL currently functions under the Ministry of Education, Higher Education, and Vocational Education. Its primary mandate is to strengthen the Technical and Vocational Education and Training (TVET) sector framework.
SDFL is dedicated to enhancing the skills of the nation’s human resources across both public and private sectors by conducting a wide range of training and development programs. Over the past 27 years, as a self-funded institution, SDFL has built a lasting presence in the training and development landscape. Its efforts have consistently focused on sustainability within the TVET sector by empowering and upgrading the country’s workforce.
